Transcript [00:01] I just landed from London after [00:03] battling anti-Israel protests on [00:04] October 7th, and the conclusion is [00:06] clear: Israel is winning on the [00:08] battlefield, but losing the narrative [00:10] that follows. We have the facts on our [00:14] side, but we lack a command system to [00:16] deploy them across seven fronts. Our [00:18] heroes have fought and achieved [00:20] incredible results, but in the eighth [00:22] arena—the public diplomacy front— [00:24] our country has been abandoned; we were [00:25] heavily defeated there. We don't have [00:31] Qatar's billions or millions of [00:32] activists like the anti-Israelis do, [00:34] but we have the Israeli brain, we have [00:36] the truth and the facts, and now we [00:38] must use them to bring the State of [00:39] Israel into this vital arena. With my [00:45] own eyes, I saw how on October 7th, [00:47] massive numbers of anti-Israelis tried [00:49] to distort history and erase everything [00:51] that happened only three years ago. And [00:56] I say that is going to change. After [00:59] the elections, I will establish a [01:01] Public Diplomacy Ministry to serve as a [01:03] shield for IDF soldiers so they can [01:05] fight at the front without [01:06] international pressure stopping us, and [01:08] travel abroad the day after without [01:09] fear of arrest. Today, I am launching [01:13] my plan. 10 steps for a revolution in [01:15] the State of Israel's public diplomacy. [01:18] Step one: The Iron Dome of Israeli [01:20] public diplomacy. We will establish a [01:22] single national authority for public [01:24] diplomacy and outreach. One strategy, [01:26] one responsibility, one address for [01:28] both routine and emergency times. Step [01:31] two: Israel goes back to speaking [01:33] Arabic. We will launch an international [01:36] channel that broadcasts around the [01:37] clock in Arabic, and later in Persian [01:39] and Turkish as well. This will be our [01:41] answer to Al Jazeera. We will not wait [01:44] for someone else to tell the story for [01:45] us, and we will fight back in the arena [01:47] of consciousness within the Arab world [01:49] as well. Step three: The 8200 of the [01:52] information war. A national control [01:55] center that will identify in real-time [01:57] bots, disinformation, and hostile [01:59] influence operations. We will detect [02:02] the next attack before it spreads and [02:03] provide a response. Step four: The [02:06] national messaging war room. A war room [02:09] that will turn intelligence into [02:10] messages, campaigns, and content, and [02:12] prepare in advance for every scenario. [02:14] We stop stuttering, we start initiating [02:16] . Step five: The national press office. [02:20] A permanent address for international [02:22] media with regular briefings like in [02:24] the White House. I will face the [02:27] foreign media regularly and handle all [02:29] questions in three languages. So that [02:32] Israel's voice is heard regularly and [02:34] not after the narrative has already [02:35] been set. Step six: The national public [02:38] diplomacy corps. We will build a [02:40] network of spokespeople and civilian [02:42] volunteers from tech, medicine, sports, [02:45] and culture. We will have a system of [02:46] influencers and will support civilian [02:48] diplomacy activists. This is how we [02:50] will fight in the important arena of [02:52] social media with full force. In [02:54] addition, we will introduce debate and [02:56] public diplomacy courses into the [02:58] education system to build our next [03:00] generation of diplomats starting in [03:01] high school. Step seven: Israel’s [03:04] alliance of partners around the world. [03:08] A permanent network of journalists, [03:09] influencers, academics, and world [03:11] leaders who stand with Israel. We will [03:15] strengthen these ongoing ties. In this [03:17] war, we discovered how few true friends [03:19] we have among the world's biggest stars [03:21] and how much power each of them holds, [03:23] but you don't look for friends only in [03:25] times of crisis—we will build trust [03:27] over time. Step eight: Israel launches [03:31] an offensive in the legal arena. We [03:34] will establish a national legal arm [03:36] that will act proactively against [03:38] boycotts, libel, antisemitism, and [03:40] support for terrorism. Whoever pursues [03:43] IDF soldiers abroad—we will pursue [03:45] them in court. Ninth step: A national [03:48] center for the memory and heritage of [03:51] October 7th. We will establish a [03:53] permanent home for documenting, [03:55] researching, and commemorating the [03:57] murdered, the hostages, the survivors, [03:59] and our heroes. Just as Holocaust [04:01] remembrance has Yad Vashem today, it is [04:03] important that the events of October 7 [04:05] th—the greatest disaster to befall [04:07] the Jewish people since the Holocaust [04:09] —also has a national center. This is [04:11] how I will ensure the world does not [04:13] forget what happened to us, minimizes [04:15] the massacre, or ever lets it fade away [04:17] . Tenth step: Israel on screen. We will [04:23] establish a 250-million-shekel fund and [04:25] tax incentives to bring international [04:27] productions to film in Israel, so the [04:29] world sees Israel in movies and series, [04:31] not just in the news. We will no longer [04:34] stay silent and will ensure there is as [04:36] much pro-Israel content as possible to [04:38] counter anti-Israel garbage. Like this, [04:41] these are not 10 separate initiatives [04:43] —this is one organized command, [04:44] budgeted and ready before the next [04:46] story breaks, not after.
