[00:02]
celebrating the greatest
[00:02]
nation in the history of
[00:03]
the world And, and I think
[00:04]
that the Gathering that was
[00:06]
held today. will go down
[00:07]
as 1 of the most historic.
[00:08]
that was ever held in
[00:09]
this building. Uh, it was a
[00:11]
very productive. productive
[00:13]
meeting. I I've heard this
[00:14]
meeting for weeks and I will
[00:15]
tell you that it did not
[00:17]
disappoint. There was great
[00:18]
agreement in the room. a
[00:19]
great sense of patriotism,
[00:21]
frankly and an excitement
[00:22]
about the future and what
[00:23]
will be uh produced and
[00:25]
and and and done for the
[00:26]
American people and really
[00:27]
for all Freedom, loving
[00:29]
people around the world, For
[00:30]
everyone. Congress has been
[00:31]
studying and deliberating
[00:32]
over the development of
[00:34]
this technology. since AI
[00:36]
was first entering the
[00:37]
public Consciousness as you
[00:38]
all know. uh, in February
[00:40]
of 2024, the house, uh,
[00:42]
worked in a bipartisan
[00:43]
task, force that I put
[00:43]
together. They
[00:45]
worked for almost a year and
[00:46]
they published a set of, uh,
[00:48]
principles. ideas. Uh, a
[00:51]
regulatory framework some
[00:52]
some, uh, some legislation
[00:53]
that can be produced. that
[00:54]
came out in December of
[00:56]
2024, the senate had a, a
[00:58]
bipartisan working group
[00:59]
that they worked on and
[01:01]
in May of 2024, they came
[01:02]
out with a 31 page. uh,
[01:04]
statement of principles. The
[01:06]
challenge has been that
[01:07]
finding consensus on all of
[01:08]
this in Congress is is
[01:10]
very difficult. It's been
[01:11]
elusive, The technology
[01:13]
changes rapidly. in fact
[01:14]
much of what was produced
[01:16]
just those many months
[01:17]
ago. uh, has now been
[01:19]
rendered obsolete because
[01:20]
the frontier labs are so
[01:21]
far. in front the consensus
[01:24]
has been, uh, a difficult to
[01:25]
build in the industry
[01:26]
as well. I'm I am so
[01:28]
grateful for the
[01:29]
extraordinary. Extraordinary
[01:30]
leaders who are standing
[01:30]
behind me. These are some of
[01:32]
the greatest technologists
[01:33]
and innovators and job
[01:34]
creators in the world. in
[01:36]
world history. In fact and
[01:38]
to have them all together
[01:39]
and assembled to talk about
[01:40]
this and to build consensus
[01:41]
today was a very, very
[01:42]
important first step.
[01:45]
and what we're all trying to
[01:46]
achieve together, uh, what
[01:47]
we did today was
[01:48]
important because these
[01:49]
leading Minds came together
[01:50]
and had a discussion. uh
[01:52]
never before had all of
[01:53]
these folks been assembled
[01:54]
in the same room and I
[01:56]
want to thank president
[01:56]
Donald J, Trump. Uh, who
[01:58]
is the only person
[01:59]
on the plan? Who could have
[02:00]
assembled this meeting today
[02:01]
and held it here. And it
[02:01]
was very Timely and
[02:03]
appropriate. what was
[02:04]
discussed today could be
[02:06]
summarized in this way,
[02:07]
we have to strike the
[02:08]
right balance here. the
[02:10]
balance between the interests
[02:11]
of the American people, and
[02:13]
benefiting from the
[02:14]
extraordinary advancements
[02:15]
that are being made with
[02:16]
this new technology. With
[02:18]
the necessity of maintaining
[02:19]
our Edge over China and any
[02:20]
other competitors that might
[02:21]
emerge around the globe.
[02:23]
And that the super
[02:24]
intelligence companies.
[02:26]
ensure the safety of the
[02:27]
products that they are
[02:28]
producing. they are
[02:30]
fiercely dedicated to that
[02:31]
and that was articulated
[02:32]
very well. Today in the
[02:33]
meeting safety and
[02:35]
Innovation are not mutually
[02:36]
exclusive. Pursuits.
[02:38]
everyone around the table.
[02:40]
not at an agreement and set
[02:41]
it in their own words and
[02:41]
their own way. but we can
[02:43]
do both of these things.
[02:44]
In fact, it was noted that
[02:45]
when innovation continues.
[02:48]
safety innovation. continues
[02:49]
as well. That's a big
[02:50]
part of this. the super
[02:52]
intelligence providers are
[02:53]
committed. to building
[02:54]
Trust. as they help us
[02:56]
build the future. and they
[02:58]
can and will do that. And
[02:59]
they're ready to put their
[03:00]
names on the line. uh, to
[03:02]
agree to that very
[03:02]
commitment. They
[03:04]
expressed their desire to
[03:04]
take accountability and
[03:05]
ownership. And we have
[03:07]
just formally signed a new
[03:09]
document that you'll all
[03:10]
be seeing circulated
[03:11]
today. It is entitled The
[03:13]
White House Accord on super
[03:14]
intelligence. a joint
[03:16]
commitment on Frontier.
[03:19]
Our responsibilities. This
[03:20]
is a statement of
[03:20]
principles that you'll see
[03:21]
a statement of standards.
[03:23]
uh, commitments that are
[03:24]
voluntary on behalf of the
[03:25]
industry. it sets forth
[03:26]
expectations. it's in in
[03:28]
short summary robust.
[03:30]
internal controls and
[03:31]
layers of internal and
[03:33]
external. review. That's
[03:35]
important. because you need
[03:37]
uh people to be uh
[03:38]
providing oversight and
[03:40]
transparency. and that's
[03:40]
what these leaders are
[03:41]
going to do. the White House
[03:42]
in Congress will continue
[03:43]
to guide the industry's
[03:44]
development and a safe
[03:45]
manner. because we owe that
[03:46]
to the American people. and
[03:48]
and American will do it.
[03:49]
Congress is going to keep
[03:50]
steady hands at the wheel
[03:51]
on this. and we'll continue
[03:52]
to assess. and further
[03:54]
deliberate. in the days
[03:55]
ahead. this technology is
[03:57]
advancing uh quickly and
[03:58]
that is an exciting thing
[03:59]
We talked about
[04:00]
advancements in medical
[04:02]
technology and uh, in in
[04:03]
every facet of of, uh, of
[04:05]
our work and and our and our
[04:07]
culture and Society. and
[04:09]
very positive ways. but we
[04:10]
can do Innovation, we can
[04:12]
keep America's Edge over
[04:13]
our competitors. and we do
[04:14]
that in a safe way. And
[04:16]
everyone here will have
[04:17]
will have their hands on
[04:18]
the wheel to ensure that
[04:19]
that that, uh, that
[04:20]
happens. that's from the
[04:21]
president, the United
[04:21]
States. leadership in
[04:23]
congress and from the
[04:24]
industry leader standing
[04:25]
behind me. So I want to
[04:25]
thank these These leaders
[04:27]
again for for being here, for
[04:28]
committing their time. and
[04:30]
for doing what they're doing
[04:30]
to make sure. America
[04:32]
Remains The Great superpower
[04:33]
on the planet. Thank you all
[04:34]
so much.
