[00:01]
Thanks so much, Whip. Thanks, uh, Rep
[00:03]
Luda for being here from New York. Um,
[00:06]
talk about 911 in a moment, that
[00:08]
anniversary, the tragic anniversary.
[00:09]
But, uh, we are in, uh, in great spirits
[00:12]
this morning. Uh, we just left a, uh, a
[00:15]
rockus uh, party. I would say the House
[00:17]
Republican Conference met here at the
[00:18]
NRCC and we had, I don't know, 250, 275
[00:22]
or so folks crammed into a room,
[00:23]
literally standing room only around the
[00:25]
walls. The vice president was here, Vice
[00:27]
President J. D. advance and uh he's in a
[00:29]
great mood as well. We're all feeling
[00:30]
the excitement coming off that first
[00:32]
ever historic midterm convention which
[00:34]
was a big success and we're all excited
[00:36]
to come back from Dallas and the energy
[00:38]
continues and so the vice president gave
[00:40]
a great message as uh as leader Scaliz
[00:42]
said uh to to to rile up the troops so
[00:45]
to speak so we can finish. We're 49 days
[00:47]
out from the most fateful election of
[00:50]
our lifetimes. I genuinely believe that
[00:52]
in a midterm in November of 2026 on the
[00:54]
250th anniversary, it falls to us to
[00:57]
save the republic. And that's what
[00:58]
you've heard the sentiments echoed here
[00:59]
this morning in so many different ways.
[01:01]
But the vice president was u got them
[01:04]
all riled up this morning. I did my best
[01:05]
to do the same. And then we had what we
[01:07]
call a stampede. So we have hot mics on
[01:10]
the floor and all the Republican members
[01:11]
and some of our candidates even uh who
[01:14]
uh have won their primaries and red
[01:16]
districts and are going to be joining us
[01:17]
in January. uh they all came up single
[01:19]
file one by one and I'm delighted to
[01:21]
tell you we raised 20 million additional
[01:23]
dollars this morning that goes to the
[01:25]
committee the NRCC the committee whose
[01:27]
job it is to help elect Republicans from
[01:29]
coast to coast and we are super excited
[01:31]
about that I transferred 13 million
[01:33]
myself um and then and then the vice
[01:35]
president got up and committed me to
[01:36]
three more. So all right, whatever the
[01:38]
number is, it's a lot. Um I'm I'm I'm
[01:40]
grateful we I I've personally
[01:42]
transferred over 100 million now so far
[01:44]
just to candidates. But when you combine
[01:45]
the hard dollars and the soft dollars
[01:47]
with the sup the speakers endors super
[01:49]
PAC I I think I'm well over $430 million
[01:51]
raised this cycle and that's a record of
[01:53]
all time u and I you know I don't take a
[01:56]
lot of you know this is not a prideful
[01:57]
thing I'm saying that people understand
[01:59]
the stakes are so high so the American
[02:01]
people are willing to invest they don't
[02:03]
want to lose their freedom and that's
[02:04]
why they're giving us uh the resources
[02:06]
that we know it's going to take to win
[02:08]
these tough battles now the latest uh
[02:10]
prognosticators I mean we don't put no
[02:12]
none of us should put any stock in polls
[02:13]
anymore because they're wildly
[02:14]
inaccurate and we all know that. But um
[02:17]
you know, we know this is going to be a
[02:19]
tight race and it's going to be decided
[02:21]
by about 20 jump ball swing districts
[02:23]
around the country by hundreds of votes
[02:26]
in each district. So, we're not taking
[02:28]
anything for granted, but I'm absolutely
[02:30]
convinced that we are going to keep and
[02:32]
grow this majority. And there's lots of
[02:34]
reasons why. And I want to just talk to
[02:35]
you about a couple of facts this
[02:36]
morning, then we'll do our regular
[02:37]
weekly questions and all that. But, um
[02:39]
at our convention, we we did have we had
[02:41]
millions of people participate. We had
[02:42]
tens of thousands on on site, of course,
[02:44]
and attended in person, but then
[02:46]
everybody watched it online and um and
[02:48]
and of course on social media and their
[02:50]
living rooms and all that. We touted the
[02:52]
great wins that we've had as a
[02:53]
Republican majority and under the Trump
[02:55]
administration uh in just 19 short
[02:57]
months. And we also talked about how
[02:59]
elections really do have consequences.
[03:02]
Um, we reminded voters of the disastrous
[03:04]
effects of the years under Joe Biden and
[03:06]
Kla Harris, what we inherited when we
[03:08]
took all this over last January or only
[03:12]
two years ago. Remember this because it
[03:13]
seems like a long time uh that's gone
[03:16]
by, but this is just less than two years
[03:18]
ago. We had a country on the brink of
[03:20]
ruin. We had criminals and cartels had
[03:23]
free reign over the border. You all
[03:25]
remember that. Americans of all ages
[03:27]
were dying from fentanyl overdoses.
[03:28]
Great scourge upon the country.
[03:30]
Inflation soared to over 9% under Joe
[03:33]
Biden, a 40-year high. Our cities were a
[03:36]
wash with violent crime. Factories were
[03:39]
closing and American jobs were moving
[03:41]
overseas and radical woke politics were
[03:43]
invading classrooms from kindergarten to
[03:46]
college campuses. The American people
[03:47]
were not down with that. in in in their
[03:50]
communities, in their classrooms, in
[03:52]
their pocketbooks, families are feeling
[03:54]
the devastating effects of Democrat
[03:56]
leadership and their their their false
[03:58]
vision for what America is. And in 2024,
[04:01]
the people said, "That's enough." And
[04:02]
they wanted a change. So, they elected
[04:04]
and returned Donald J. Trump back to the
[04:06]
White House and they gave our party, the
[04:08]
Republicans, control of the House and
[04:09]
the Senate. In just 19 short months
[04:12]
since that happened, we have turned the
[04:14]
ship of state around. We're in the
[04:16]
process of doing that. It doesn't turn
[04:17]
overnight, as you know. It's like a
[04:19]
giant aircraft carrier. Uh my my Navy
[04:21]
veteran here would tell you it takes a
[04:23]
while to turn an aircraft carrier when
[04:25]
it's in open ocean at high speed. It
[04:27]
it's not on a dime. But we have had a
[04:29]
steady hand at that wheel and we are
[04:30]
turning the ship of state. And these are
[04:32]
some of the some of the results of that.
[04:34]
I mean our agenda is very simple. Get
[04:36]
control of the border. Check. Let
[04:39]
working families keep more of what they
[04:40]
earn. Absolutely. Did it. Increase
[04:43]
competition and choice to lower health
[04:45]
care costs. We are on that path right
[04:47]
now. encourage home building and
[04:48]
domestic energy production to make
[04:50]
everyday life more affordable.
[04:52]
Incentivize American companies to build
[04:54]
in America and hire American workers.
[04:57]
We've been doing all that. You could
[04:59]
summarize it all by just saying that
[05:01]
it's common sense. We we believe in
[05:03]
common sense principles. Listen to what
[05:05]
I'm about to tell you and and just ask
[05:07]
yourself if you agree. Do you think
[05:09]
criminals should go to jail and girls
[05:11]
locker rooms should be for girls only?
[05:14]
We do. The Democrat party doesn't. the
[05:16]
candidates that are running for these
[05:17]
cases these these races all around the
[05:19]
country. They don't believe that you you
[05:21]
don't inherit one of the worst economies
[05:23]
in decades and turn it around overnight.
[05:25]
But we have made significant positive
[05:27]
change. We have we have changed the
[05:29]
course of the country. We've put
[05:30]
ourselves on that new path and it is
[05:32]
well underway. It is a fact. Let me tell
[05:34]
you some of the other facts that nobody
[05:36]
talks about. Few of you write about. We
[05:38]
have had the largest drop in
[05:39]
prescription drug prices in 60 years
[05:42]
since we took back over the government.
[05:44]
the largest middle and workingclass tax
[05:46]
cut in American history. No tax on tips,
[05:49]
no tax on overtime, no tax on social
[05:50]
security discussed this morning. More
[05:52]
than 1 million new private sector jobs
[05:55]
have been created in the last 19 months.
[05:57]
More Americans are working than ever
[05:58]
before. The jobs numbers are off the
[06:00]
charts. Inflation is finally coming down
[06:02]
from the Biden era highs. Remember, it
[06:04]
was a 40-year high and we've been
[06:06]
dragging it back down. The homicide rate
[06:09]
hit the lowest level in 126 years. We
[06:12]
took care of the violent crime problem.
[06:14]
Illegal border crossings plummeted to
[06:16]
zero for almost 16 straight months.
[06:19]
Trillions of dollars in new investment
[06:20]
are flowing into American industries
[06:22]
because we are reshoring American jobs
[06:25]
and American manufacturing. That's the
[06:27]
American way. Now, by contrast,
[06:30]
Democrats are offering nothing more than
[06:32]
grievance politics. You want to know
[06:34]
what their 2027 agenda is? I just
[06:36]
described what ours is to keep on pace
[06:38]
and keep doing that, but this is what
[06:39]
they want to do. political retribution.
[06:41]
They're already telling you about it.
[06:43]
Reverse the tax cuts. Means tax cuts,
[06:45]
you know, taxes go up for your family,
[06:47]
all the hardworking families. They want
[06:48]
amnesty for illegal aliens. They want to
[06:50]
reopen the borders. They want a
[06:52]
restoration of taxpayer funded
[06:54]
healthcare for illegal aliens. That's
[06:56]
that's quite literally what they're
[06:57]
going to do if you give them the reigns
[06:59]
back. We can't do that. That's their
[07:01]
entire agenda. And and you all ought to
[07:03]
be chasing them around the halls and
[07:04]
asking them to explain to you uh what
[07:07]
they want to do because that's the
[07:08]
truth. Now, November 3rd is a contrast
[07:10]
election, and you hear us say it all the
[07:11]
time. Contrast between common sense and
[07:13]
crazy. And that's the best way we can
[07:15]
describe it. This is not a campaign over
[07:17]
standard political disagreements. We are
[07:19]
in entering a new era in American
[07:22]
politics. In in in Congress, beginning
[07:24]
January 27, we're not going to be
[07:26]
arguing over marginal tax rates or uh
[07:28]
inflation or foreign policy. Not with
[07:30]
the finer points of all that. We're
[07:32]
going to be debating whether or not
[07:33]
we're going to keep the greatest nation
[07:35]
in the history of the world or break the
[07:36]
thing down to the foundation and go down
[07:37]
this dark, dangerous, deadly road to
[07:39]
communism. And that is not a a campaign
[07:41]
rhetoric. It's not u this isn't
[07:43]
hyperbole. That's literally what they're
[07:46]
doing. The Democrats are are are faced
[07:48]
with fundamental questions. Some of the
[07:52]
questions that they they are answering
[07:53]
the wrong way. You know, is it
[07:55]
appropriate to campaign with people who
[07:57]
said America deserved 9/11? Apparently,
[08:00]
they they think it's appropriate. We
[08:01]
don't. Should violent criminals be put
[08:04]
in jail? Uh, we say yes. American people
[08:06]
say yes. Democrat party says no. Is
[08:09]
political violence justified? Of course
[08:11]
not. But you got candidates out there on
[08:13]
the Democrat party right now. The
[08:15]
Democrat party and some who sit in
[08:16]
Congress who think it's justified. We're
[08:18]
not buying that. Democrats have
[08:20]
candidates running for Congress. Here's
[08:21]
some examples. Won't say the pledge of
[08:23]
allegiance. That's uh Bang in
[08:25]
California. They got a candidate says uh
[08:28]
of course many of them want to abolish
[08:29]
the border like Shioalier in New York.
[08:32]
They want to decriminalize trans
[08:34]
prostitution. That's Miss Mendoza in
[08:36]
Arizona. They want to apologize for
[08:38]
being white. Lindseay James in Iowa. Uh
[08:40]
one of the one of their candidates
[08:42]
performed a Satanist wedding not long
[08:44]
ago. Sarah Trone Gary in Iowa. I don't
[08:46]
think Ians are down with that. Uh the
[08:49]
DSA candidates published their plans and
[08:50]
you should look when they put it in
[08:52]
writing and they go out and and stomp
[08:54]
their fist and say they want to do it.
[08:55]
You got to take them at their word.
[08:56]
Abolish the border, abolish prisons,
[08:58]
defund police, defund the Department of
[09:00]
War. It's it's madness. Erase the US
[09:03]
Senate. They want to take the
[09:04]
Constitution and rip it in half because
[09:06]
they have disdain for that. We, on the
[09:08]
other hand, uh we think all that's
[09:10]
crazy. We stand for America's founding
[09:12]
principles and and that's why we're
[09:14]
going to win. Um I I'll address 911
[09:18]
since it's come up this morning and we
[09:19]
just had this tragic anniversary. Just a
[09:20]
final thought. this the 25th anniversary
[09:23]
made us all stop and think and and
[09:25]
really those those raw really just still
[09:28]
harrowing memories for all of us that
[09:29]
that were alive then and remember that
[09:32]
so vividly the horrific tragedy. It
[09:34]
reminds Americans that we can we can
[09:36]
never forget the lessons of 9/11 and I I
[09:39]
think some Democrats, no kidding, on the
[09:41]
federal level and at the state level
[09:43]
need to be reminded of that because they
[09:44]
don't seem to remember it. Their
[09:46]
prevailing you view of this new
[09:48]
communist Marxist wing of the Democratic
[09:49]
party has an entirely different
[09:51]
perspective on the tragic events of 911.
[09:53]
Just observe their actions and their
[09:55]
words and um what they've said. The
[09:58]
Senate Democrat nominee in Michigan, Mr.
[10:00]
Al Sayed, openly campaigns with the
[10:01]
radical who says America deserved 911.
[10:04]
He won't denounce it. The socialist
[10:06]
candidate in Colorado said September
[10:09]
11th attacks were quote inevitable. It
[10:11]
was our fault. They say another
[10:13]
candidate in New Jersey, Hamway, has
[10:15]
publicly acknowledged past ties to
[10:17]
al-Qaeda. That's their candidate to run
[10:20]
for Congress. It's nuts. And in an
[10:22]
unforgettable clip that we've all seen,
[10:24]
I don't think you can ever unsee it
[10:26]
during the sacred ceremony honoring the
[10:28]
victims of 911 at ground zero. The
[10:31]
unofficial leaders of the new Democratic
[10:32]
party, the radical left Democratic
[10:34]
party, AOC and Zoran Mamani were seen
[10:37]
laughing while the names of the victims
[10:39]
were being being read, those American
[10:41]
heroes being read aloud. It's just
[10:44]
disgusting. And and the American people
[10:45]
see this and they don't agree with it. I
[10:49]
mean, this is the kind of open disdain
[10:51]
for America that today's Democrat party
[10:53]
has. They don't even try to hide it.
[10:55]
It's despicable. The American people
[10:57]
should have none of it. If you're a
[10:58]
voter in this country, you got to ask
[11:00]
yourself just a simple question. Which
[11:02]
party is going to advance common sense?
[11:04]
I mean, that's it. It comes down to it.
[11:06]
What's what's going to which party is
[11:07]
going to advance America's core founding
[11:10]
principles? The reason we're the
[11:11]
greatest nation in the history of the
[11:12]
world. We stand for the ideas of
[11:14]
individual liberty and limited
[11:16]
government and the rule of law and peace
[11:18]
through strength and fiscal
[11:19]
responsibility and free markets and
[11:21]
human dignity and the sanctity of all
[11:23]
life. And and the Democrats, they have
[11:25]
disdain for that. Communists have
[11:26]
disdain for everything I just listed for
[11:28]
you. They have a totally different
[11:29]
worldview. And when people subscribe to
[11:31]
that ideology, listen, Markx, Karl Marx
[11:34]
used socialism and communism
[11:36]
interchangeably. He believed socialism
[11:38]
was a step to get to communism. These
[11:41]
these crazy candidates believe the same.
[11:43]
And and you got to ask yourself, which
[11:45]
party is better for me and my family and
[11:48]
my aging parents and the future of my
[11:50]
children for the survival of their
[11:51]
freedom, their liberty, opportunity, and
[11:53]
security. We're standing here doing the
[11:56]
very best that is possible every single
[11:58]
day to ensure those things to turn that
[12:00]
big ship of state and keep us going in
[12:02]
the right direction. If this place were
[12:04]
to be turned over to the radical left,
[12:06]
you can kiss all of it goodbye. And I'm
[12:08]
I'm again, that's not campaign rhetoric.
[12:10]
That's what's at stake right now. If you
[12:11]
didn't hear Bobby Kennedy, RFK Jr.'s
[12:14]
speech at the convention, you should
[12:16]
take some time to pull that clip and
[12:18]
watch it because he explained that while
[12:20]
he was effectively royalty in the
[12:23]
Democratic party, as close as royalty
[12:25]
has ever been was a Kennedy family,
[12:26]
right? And he comes from that lineage,
[12:28]
his uncle was JFK, his father was Bobby
[12:32]
Kennedy, and he stood there and told the
[12:34]
American people straight from his heart
[12:36]
that he doesn't recognize the party that
[12:37]
he came from anymore. That is not the
[12:39]
same Democrat party. This is not your
[12:41]
father's Democrat party. It's not his
[12:43]
father's Democrat party. And so he found
[12:45]
his way into the Republican party
[12:47]
because Bobby Kennedy and the Make
[12:49]
America Healthy Again initiative and
[12:50]
everything he's working on is what our
[12:52]
party represents. It's it's common
[12:54]
sense. This is a this is a simple, very
[12:58]
important question that everybody has to
[13:00]
answer in 49 days. Do you want common
[13:02]
sense? And do you want America or do you
[13:04]
want to tear this thing down and go down
[13:06]
a dark dangerous road? I'm convinced the
[13:08]
American people are gonna make the right
[13:09]
decision on that. So, take a few
[13:10]
questions.
[13:11]
>> Thank you, Mr. Speaker. Uh, first off,
[13:13]
that's the tigers of the weekend.
[13:15]
>> Hey, thank you very much.
[13:17]
>> Second of all, uh you talking a lot
[13:19]
about communism. How is communism any
[13:22]
different from what uh President Trump
[13:24]
is doing of getting equity states in
[13:26]
tech and promising $5,000 checks to
[13:29]
Americans and having equity in steel.
[13:31]
>> So, so what the president is
[13:33]
articulating and he comes up with
[13:34]
creative ideas all the time. He's the
[13:36]
ideas president and and we have a hard
[13:38]
time keeping pace with it sometimes. Um
[13:40]
he he debuted at the convention famously
[13:42]
the idea of a of a basically a dividend
[13:45]
check to Americans, right? Um we're
[13:47]
processing that. I mean we're we've just
[13:49]
now gotten everybody here and we're
[13:51]
talking about all that. What what he's
[13:53]
trying to articulate is the obvious
[13:55]
truth that is demonstrable and we can
[13:57]
stay here all morning. We can talk to
[13:58]
you about that. If you want more money
[14:00]
in your pockets, you got to keep
[14:02]
Republicans in charge. That's what
[14:03]
president's talking about. We have done
[14:05]
that. Not just again, not rhetoric. It's
[14:07]
record. Look what's happened. When we
[14:10]
did our legislation, you know, the
[14:11]
working families tax cut, for example,
[14:13]
the big beautiful bill, it put more
[14:14]
money in your pocket. In my state of
[14:16]
Louisiana, the average Louisianaian has
[14:18]
$2,915
[14:19]
more in their pocket right now. They did
[14:22]
not have to send in on their taxes this
[14:23]
year because we got our policies
[14:26]
enacted. The average take-home pay in
[14:28]
Louisiana is around an average of about
[14:30]
$8,000 more than Americans have because
[14:33]
of our policies. We cut taxes. We cut
[14:35]
regulations. We limited the size of
[14:37]
government. I mentioned a million new
[14:38]
jobs are added. Those are private sector
[14:40]
jobs. We're shrinking government and
[14:42]
growing the private sector. That is the
[14:44]
free enterprise system. That is the free
[14:46]
market. That is what we defend. That is
[14:48]
what Democrats have disdain for. If you
[14:50]
put them in charge, what they envision,
[14:52]
look, listen, look at what they're
[14:53]
doing. Manny in New York, he wants to
[14:56]
grow government. What happens when you
[14:58]
grow government? You have to tax more.
[15:00]
And they take more of your hard-earned
[15:02]
resources. It never works. We started a
[15:05]
website, contrast foramea.com. Everybody
[15:07]
go look at that because just in a couple
[15:08]
of pages, we summarize for you that
[15:10]
nightmare that is the road to socialism,
[15:13]
communism, Marxism. And every single
[15:15]
time it's been tried in history, it
[15:17]
leads to human suffering, famine,
[15:19]
poverty,
[15:21]
the worst, and ultimately to death. It's
[15:23]
been the the the reason that tens of
[15:25]
millions of innocent people were
[15:26]
murdered in the 20th century alone. So,
[15:28]
we are processing all the ideas to
[15:29]
continue creative ideas to put more
[15:31]
money in Americ's pockets. We were
[15:33]
talking about some of it at the end of
[15:34]
the conference just now. Uh ideas that
[15:36]
we're going to be working on and you'll
[15:37]
see more of that develop in the days
[15:38]
ahead.
[15:39]
>> Just to d a little bit more, could this
[15:40]
be part of reconciliation, the $5,000
[15:42]
checks? Would it be fully paid for? Is
[15:44]
there income cap? What could it look
[15:46]
like actually?
[15:47]
>> Well, I don't I'm not going to get into
[15:48]
details of all that because again, we
[15:49]
haven't had time to process that. You
[15:51]
all have been watching me work for three
[15:52]
years as speaker. It takes a long time
[15:54]
to build consensus around these things
[15:55]
and that's a big idea that's going to
[15:57]
take a lot of process and we've begun
[15:59]
some of that process right now. I spoke
[16:01]
with the president about this late last
[16:02]
night. Um he's he's he is very animated
[16:05]
right now as the vice president was with
[16:06]
us this morning. We we're convinced
[16:08]
we're going to win and so we're setting
[16:10]
the the plans in place to continue the
[16:12]
strides that we've made to make life
[16:15]
more affordable for Americans. Now look,
[16:17]
we're going to acknowledge obviously gas
[16:18]
prices are too high right now. Diesel
[16:20]
prices are too high. There's a very
[16:22]
simple reason for it. It's tied of
[16:24]
course to the straight of hormones. We
[16:25]
have got to get commerce stabilized in
[16:27]
the straight of moose. I believe and
[16:28]
I've been saying now for a couple weeks,
[16:30]
I believe we're going to enter a new
[16:31]
phase of that soon because I know that
[16:33]
our international partners, our allied
[16:36]
nations in NATO and other places around
[16:38]
the world, our the Arab countries in
[16:40]
that region there, they have a larger
[16:42]
stake in the straight of her being open
[16:43]
than even we do because they get so much
[16:45]
of the commerce through that
[16:46]
international waterway. I talked to my
[16:48]
counterparts, the speakers of the other
[16:50]
great parliaments around the world and
[16:51]
the G7, G20. I I've talked to heads of
[16:54]
state. They understand the necessity of
[16:56]
making sure the straight hormuz is open.
[16:57]
And I think we'll be entering a new
[16:59]
phase where everyone assists with that
[17:00]
to make sure that Iran, the largest
[17:02]
state sponsor of terrorism, never gets a
[17:05]
nuclear weapon, but also allows for
[17:07]
international commerce. And when we do
[17:08]
that, you're going to see, as the
[17:09]
president has said many times, gas
[17:11]
prices will immediately come down again.
[17:13]
The the cost of groceries will as well
[17:15]
because that's tied in in many ways to
[17:17]
the cost of transport of getting the the
[17:19]
goods to the market. And so that Iranian
[17:22]
situation, the straight of her, as soon
[17:24]
as that's resolved, it comes down. Now,
[17:25]
the president has forecast, you've heard
[17:27]
him even in recent days, he thinks it
[17:29]
can get done maybe right after the
[17:30]
election. We're 49 days out. I'd love it
[17:32]
to happen today, but they're working
[17:34]
deliberately around the clock, the
[17:36]
Secretary of State Rubio, and all the
[17:38]
diplomats and everybody who's on board
[17:40]
um trying to make sure that happens for
[17:41]
the American people. But you you set
[17:43]
that here and you say that's that's a
[17:45]
concern and we're working on it. But
[17:47]
look at everything else, all the other
[17:49]
economic indicators. We're not there
[17:51]
yet. It takes a long time to turn the
[17:53]
aircraft carrier the ship of state.
[17:55]
We're pulling out of the most disastrous
[17:57]
situation that we were inherited after
[18:00]
Biden Harris. Every metric of public
[18:02]
policy I listed for you here. Every
[18:04]
metric of public policy was a disaster.
[18:06]
I wish we could come in after an
[18:07]
election the next day and flip a switch
[18:08]
and fix it all overnight, but it takes
[18:10]
time. We're doing that. the deliberate
[18:12]
hard work in the trenches every day to
[18:14]
make life better and more affordable and
[18:16]
bring down the cost of living for
[18:17]
Americans and you had you need this team
[18:18]
in charge to continue that for the good
[18:21]
of you and your family and that's the
[18:22]
whole thing.
[18:23]
>> Thank you, Mr. Speaker. In a series of
[18:25]
social media posts in recent days, the
[18:26]
president has insisted that concerns
[18:28]
about the rise of AI are a hoax and he
[18:31]
also said that the only guards are
[18:33]
needed or president like him. Do you
[18:35]
agree with those two sentiments from the
[18:36]
president? I talked to the president
[18:37]
about this last night and we talk about
[18:39]
it often. And we are summoning together
[18:42]
the the top leaders, the CEOs of the AI
[18:44]
the AI providers, okay? The ones that
[18:46]
run the frontier labs and the others.
[18:48]
And so all the big names that you know,
[18:50]
I think within the next week, uh, we
[18:52]
will be together at the White House for
[18:54]
an important meeting. Uh, when the
[18:55]
president says a hoax, what he's
[18:57]
referring to is we've all seen this
[18:59]
movie before. Okay? We're 49 days out
[19:01]
from an election. A a a catastrophe is
[19:04]
created. Uh, the media gets spun up,
[19:06]
social media gets spun up, everybody
[19:08]
says we're all going to be, they
[19:09]
literally said we're all going to be
[19:10]
dead in 10 years. You remember when AOC
[19:12]
said, was it climate change? What was
[19:13]
her stupid thing? She said we're all
[19:15]
going to be dead in 10 years. You know,
[19:17]
this is this is what the president is
[19:19]
saying is you're not all going to be
[19:20]
dead in 10 years. Okay, that's a hoax.
[19:23]
>> At the same time, we have to say I I saw
[19:25]
I commend to your viewing what David
[19:28]
Saxs uh he gave a CBS interview. I think
[19:30]
it was last night a lengthy interview
[19:31]
about a half hour um following up on his
[19:34]
social media post about 48 hours ago.
[19:36]
Remember he was the AISAR in the Trump
[19:38]
administration in this second term and
[19:39]
now he's the co-chair of the the science
[19:42]
and technology commission and David Saxs
[19:45]
who comes from Silicon Valley and knows
[19:46]
this well. He says this is alarmism.
[19:48]
Listen, AI is serious. We do need to
[19:51]
make sure that it's done safely but
[19:53]
let's again let's apply common sense. If
[19:56]
you are a company, if you're a
[19:57]
corporation in America, including a tech
[19:59]
corporation, you have a responsibility
[20:02]
to make safe products. We have all sorts
[20:04]
of federal laws and regulations that
[20:05]
already insist upon that provide it. We
[20:07]
also have products liability law. Okay?
[20:09]
So, if you're Daario or SAM or any of
[20:12]
the big provider, those two lead
[20:14]
frontier labs in the development of AI
[20:18]
and what happens next, they can
[20:20]
self-pol. They can self-regulate. They
[20:22]
don't need the government to tell them
[20:23]
to slow it down. If they want to slow it
[20:24]
down, they should. But we cannot exact
[20:26]
we cannot have a moratorum on the
[20:29]
development of AI. Okay? Because then we
[20:31]
will lose our edge to China and that has
[20:33]
serious national security implications
[20:35]
for every American family. So there's a
[20:37]
balance here and we're going to have
[20:39]
steady hands at the wheel on this as we
[20:40]
do everything else. We this did not
[20:42]
surprise us. I put together an AI task
[20:45]
force bipartisan in the House in
[20:47]
February of 2024. Jay Obernalty uh was
[20:50]
the Republican and I put in charge of
[20:52]
that. Jay has a master's degree in AI.
[20:54]
one of the only members of Congress who
[20:55]
studied in the field. Okay. They came up
[20:57]
with a 270page report after months over
[21:01]
a year of work uh researching,
[21:04]
deliberating, discussing uh you you had
[21:06]
leaders and luminaries on both sides of
[21:07]
the aisle in that room and they came up
[21:09]
with a set of prescriptions. We're not
[21:10]
caught flatfooted here. We've been
[21:12]
working on this for years and we're
[21:14]
we're right there where we need to be.
[21:16]
But I think the next step, as you've
[21:17]
heard me say, is to summon the leaders
[21:19]
together and figure out what that is.
[21:21]
Here's the problem. Here's the problem.
[21:23]
If I called an emergency session today
[21:24]
and I brought everybody in the house and
[21:26]
said let's regulate AI, you they nobody
[21:29]
in the room knows yet what that should
[21:31]
look like. Why? Because we don't have
[21:32]
the latest information. We are not in
[21:34]
the labs with the frontier labs who have
[21:37]
taken this technology many steps further
[21:40]
than even when our own report was
[21:41]
published. You understand what I'm
[21:42]
saying? So this has to be very well
[21:44]
done, very balanced and and well done. I
[21:47]
think you need independent auditors. I
[21:49]
think you need transparency from the
[21:51]
people who are developing this. I think
[21:52]
there's some there's some really
[21:54]
important ideas that can be guardrails,
[21:56]
but we've got to make sure this is done
[21:58]
in the right way so we don't lose
[21:59]
America's advantage in the development
[22:01]
of AI. We do not need China uh or some
[22:04]
other country to overlap us because that
[22:06]
would be dangerous. And that's what
[22:07]
you're seeing. I would say everybody
[22:09]
needs to take responsibility for their
[22:11]
safety of their own products and that's
[22:13]
an obvious common sense notion that that
[22:15]
we're advancing in the Trump
[22:16]
administration and here.
[22:17]
>> Yes, on that on that note, President is
[22:20]
speaking to Chinese president coming
[22:22]
here next week. Does President Trump
[22:24]
need to speak directly to she about the
[22:26]
issue of AI? You talk about the
[22:28]
regulation that they can self themselves
[22:30]
here, but they may not be and probably
[22:32]
aren't doing that in China.
[22:33]
>> Well, that that's right. That's exactly
[22:35]
the point. If if if Bernie Sanders is in
[22:37]
charge of this thing, he'll just shut it
[22:39]
all down and we're toast. All right?
[22:40]
Because then Xi and China overlap us and
[22:42]
become the great superpower on the
[22:43]
planet. We're not doing that. We're not
[22:45]
going to take stupid knee-jerk reaction
[22:48]
uh prescriptions on this. We're going to
[22:50]
do this right. wisely, carefully to make
[22:53]
sure that we maintain our edge. Now, I'm
[22:55]
sure that the president and G will
[22:56]
discuss this among all the other topics.
[22:59]
But somebody said, well, we need a we
[23:00]
need a transnational uh regulatory
[23:03]
agency over all AI. We we can't go the
[23:05]
globalism route on this either because
[23:07]
that's not going to work. I mean, you
[23:09]
think if we impose it's like the Paris
[23:11]
climate accord, right? Let's impose
[23:13]
strict rules on on the countries who
[23:15]
want to participate while China and
[23:17]
other countries just go wild with
[23:18]
everything they want to do. I mean, we
[23:20]
can't do that with AI. We shouldn't do
[23:22]
it on anything. We can't do it on AI
[23:23]
because we will lose the race. You guys
[23:25]
understand what I'm talking about here.
[23:26]
This is serious serious business. So, I
[23:29]
know it'll be I'm sure it'll be a topic
[23:30]
of discussion with the president and G
[23:32]
and I'm sure they need to they need to,
[23:34]
you know, keep tabs and and uh and make
[23:36]
commitments to one another, but we're
[23:38]
not going to turn the power in the
[23:39]
regulatory authority over to a trans
[23:41]
national agency tomorrow because you
[23:43]
know what? when they did that with
[23:44]
nuclear power and nuclear bombs and all
[23:47]
that tech that took decades to develop.
[23:50]
We we don't have that time with AI. So,
[23:52]
this is going to be a responsible
[23:54]
balanced approach where the providers do
[23:56]
what they need to do responsibly under
[23:58]
existing federal law and then we talk
[24:00]
about whether and what those guard rails
[24:02]
look like on the on the federal level.
[24:04]
And we're going to have those
[24:04]
discussions, but we're going to do it in
[24:06]
a calm way without all this alarmism
[24:08]
when people run out of their hair on
[24:09]
fire.
[24:10]
>> Mr. Speaker, um, speaking on the summit,
[24:13]
um, President Trump, um, should he bring
[24:15]
up securing the release of Dr. Abas, the
[24:19]
doctor whose American family spoke out
[24:22]
against the CCP and was therefore in
[24:24]
jail?
[24:25]
>> Yeah, I'm sure they'll talk about the
[24:26]
release of hostages. Religious freedom
[24:28]
is an important American principle, by
[24:30]
the way, that's defended vigorously by
[24:31]
Republicans and not everybody on the
[24:33]
other side. But that is one thing we
[24:35]
probably all agree on. you can't uh hold
[24:37]
and detain people because they have
[24:39]
disagreeable opinions to the government.
[24:41]
That's what sparked the American
[24:42]
Revolution. That's an very important
[24:43]
thing for us. So, listen, um I'm sure
[24:45]
that'll be a num among a number of
[24:47]
topics. I've been an advocate for
[24:49]
releasing political prisoners and we'll
[24:50]
continue to do that and ask uh and
[24:53]
prevail upon China to make sure they
[24:54]
respect the basic human dignity and
[24:56]
freedom of everybody as America well
[24:58]
represents and as we'll continue to
[25:00]
defend. Thank you all so much.
